A joint US-Ukraine deal to manufacture Patriot missile interceptors is unlikely before winter due to technology controls, according to US NATO Envoy Matthew Whitaker.

The United States is unlikely to sign a long-term agreement with Ukraine to jointly manufacture Patriot air defense missiles before the upcoming winter, according to US Permanent Representative to NATO Matthew Whitaker.

Speaking in an interview with Fox News, Whitaker indicated that sensitive technology restrictions currently delay an immediate arrangement for manufacturing rights to the Patriot interceptor system. However, he emphasized that Washington continues to pursue other joint initiatives with Kyiv and European partners to produce alternative air defense capabilities.

Ukraine has frequently urged Western allies to permit domestic production of advanced military hardware to strengthen its long-term defense posture and protect energy infrastructure ahead of winter. While the Patriot co-production deal remains stalled, broader defense industrial cooperation between the US and Ukraine is ongoing.
