German SPD ministers presented detailed plans to anchor climate protection in the Basic Law despite opposition from conservative lawmakers.

German Social Democratic cabinet ministers are maintaining their effort to embed climate adaptation into the country's Basic Law, despite ongoing opposition from the conservative CDU/CSU bloc. Building on a joint action plan targeting extreme heat and low water levels, the federal ministers for justice, construction, and environment introduced specific measures to establish heat and climate protection as a shared responsibility across federal, state, and local governments.

The proposed constitutional amendment is designed to guarantee long-term funding and standardise preventive infrastructure nationwide. Enacting a constitutional change requires a two-thirds majority in parliament, making conservative backing essential. Despite the CDU/CSU's firm skepticism and rejection of the proposal, SPD ministers have signaled their intention to challenge the opposition and continue pursuing negotiations to achieve the necessary consensus.
