SPD ministers push ahead with climate adaptation plans for Germany's constitution

German SPD cabinet ministers have detailed concrete proposals to anchor climate adaptation in the Basic Law despite ongoing opposition from the CDU/CSU bloc.
German Social Democratic Party (SPD) cabinet ministers have presented updated proposals to embed climate adaptation into the country's Basic Law as a shared responsibility between federal, state, and local authorities. Following initial skepticism from the opposition CDU/CSU bloc, ministers responsible for justice and construction released concrete measures aimed at mitigating risks from severe heat waves and prolonged low water levels.
The refreshed action plan seeks to secure long-term funding and structural backing for climate resilience measures across municipalities. Because amending Germany's constitution requires a two-thirds majority in parliament, the SPD will need to win over conservative lawmakers who have previously resisted using constitutional changes to address climate policy.
