SPD cabinet ministers in Germany have introduced a detailed action plan to embed climate adaptation into the Basic Law despite conservative opposition.

German Social Democratic Party (SPD) cabinet ministers have doubled down on proposals to amend the Basic Law to include climate adaptation, pushing back against resistance from the conservative CDU/CSU bloc.

Following initial rejection from opposition conservatives, SPD ministers—including those leading the housing and justice portfolios—released an action plan targeting extreme heat and low water levels. The plan proposes establishing climate and heat protection as a joint responsibility shared across federal, state, and municipal levels of government. Advocates maintain that embedding this duty into Germany's constitution is essential for securing long-term funding and establishing clear administrative structures for local climate resilience measures.

Passing constitutional amendments in Germany requires a two-thirds majority in parliament, making the initiative impossible without support from the CDU/CSU, which remains hesitant toward constitutional modifications for climate policy.
