Political science scholar Alpo Rusi has outlined details regarding covert Soviet intelligence activities aimed at influencing Finnish domestic politics during the late 1970s and early 1980s. Writing for Iltalehti, Rusi detailed how Soviet operatives attempted to manipulate political succession plans as the presidency of Urho Kekkonen neared its end.

According to the account, former Finnish Prime Minister and National Conciliator Keijo Liinamaa faced direct threats from Soviet agents shortly before his death in 1980. Liinamaa reportedly confided to a diplomat that pressure from foreign intelligence targeted key figures to steer leadership transitions in Helsinki during a sensitive Cold War climate.
