SPD ministers in Germany have submitted detailed proposals to embed climate and heat adaptation into the Basic Law as a mandatory joint task.

Cabinet ministers from Germany's Social Democratic Party (SPD) have submitted updated concrete proposals to anchor climate adaptation into the country's constitution, the Basic Law. Following initial skepticism from the opposition CDU/CSU conservative bloc, SPD ministers for justice and building released a paper outlining specific measures under a national heat action plan.

The revised plan aims to designate climate and heat protection as a joint task shared across federal, state, and municipal levels of government. Proponents emphasize that constitutional status is required to address extreme heatwaves and falling water levels effectively. Achieving the necessary two-thirds majority in the Bundestag will require conservative support, making the SPD's proposal a strategic challenge to the opposition to negotiate long-term climate resilience standards.
