EU interior ministers will convene emergency talks following mass migrant crossings into Ceuta, as Spain rejects calls to suspend Schengen rules.

Conditions in Ceuta have stabilized following a mass crossing from Morocco involving tens of thousands of migrants. Official estimates of the casualty count differ across sources; Spanish Interior Minister Fernando Grande-Marlaska reported 67 fatalities from drowning, whereas earlier municipal reports cited lower counts of 34 to over 40 deaths.

In response to the surge, European Union interior ministers will convene emergency talks on Tuesday. The meeting follows a joint petition from 22 member states calling for strengthened external border controls. European Commission President Ursula von der Leyen described the situation as "unacceptable". Meanwhile, Spanish Prime Minister Pedro Sánchez accused political opponents of pushing "selfish, polarising and unlawful" measures, rejecting proposals to suspend Schengen open-border rules while maintaining plans to return arrivals to Morocco.
