German SPD ministers have presented concrete plans to anchor climate adaptation as a joint task in the Basic Law despite opposition from the CDU/CSU.

Social Democratic Party (SPD) cabinet ministers in Germany have detailed updated plans to embed climate adaptation into the country's Basic Law as a joint task for federal, state, and local governments.

Building on earlier proposals, the ministers for justice and construction, alongside support for the environment portfolio, submitted concrete measures to address extreme heat and low water levels through a national heat action plan.

The renewed initiative directly challenges the opposition CDU/CSU alliance, which has maintained skepticism toward altering the constitution for climate measures. Passing a constitutional amendment requires a two-thirds majority in parliament, rendering conservative support indispensable. Despite the opposition's initial rejection, SPD officials continue to press for the shared constitutional obligation.
