German SPD ministers are pressing forward with plans to amend the Basic Law for climate adaptation, challenging conservative opposition.

Cabinet ministers from Germany's Social Democratic Party (SPD) have escalated their push to anchor climate adaptation into the country's Basic Law, despite opposition from the conservative CDU/CSU alliance.

The renewed initiative, championed by SPD ministers including those overseeing justice, housing, and the environment, calls for designating climate and extreme heat protection as a joint responsibility shared across federal, state, and municipal levels. The proposal comes in response to prolonged heatwaves and low water levels across Germany.

With constitutional amendments requiring a two-thirds parliamentary majority, the SPD's persistence directly challenges the opposition conservatives, who recently rejected structural changes to the constitution. The ministers argue that establishing a clear constitutional mandate is necessary to provide municipalities with long-term legal backing and financial resources for local climate resilience measures.
