German SPD ministers have presented concrete measures under a new climate action plan, renewing calls to amend the Basic Law despite opposition from the CDU/CSU.

Cabinet ministers from Germany's Social Democratic Party (SPD) have published further details of their national action plan against extreme heat and low water levels, reiterating demands to amend the Basic Law.

The proposal seeks to classify climate adaptation as a formal joint task shared across federal, state, and municipal levels. SPD ministers for justice and housing joined the initiative, introducing concrete measures to enhance legal certainty and municipal funding for climate protection.

The renewed push directly challenges the opposition CDU/CSU bloc, which recently rejected constitutional changes for climate measures. Amending Germany's Basic Law requires a two-thirds majority in parliament, making conservative support necessary. The SPD leadership maintains that structural constitutional changes are required to establish long-term financial commitments for vulnerable municipalities across the country.
