German SPD cabinet ministers have reinforced demands to anchor climate adaptation in the Basic Law despite pushback from the conservative CDU/CSU opposition.

Social Democratic Party (SPD) cabinet ministers in Germany have intensified calls to amend the Basic Law to include climate adaptation as a joint task across federal, state, and municipal levels. Moving forward despite recent resistance from the conservative CDU/CSU bloc, ministers spanning the environment, justice, and housing portfolios outlined specific measures within a national action plan aimed at mitigating extreme heat and water scarcity.

Proponents argue that constitutional backing is essential to guarantee permanent funding and legal certainty for municipal protection initiatives. The proposal places renewed pressure on the opposition CDU/CSU, whose support is necessary to achieve the two-thirds parliamentary majority required for any constitutional amendment.
