Independent tracking shows Russian ground offensives have effectively stalled in Ukraine, prompting Moscow to intensify long-range bombardment of energy infrastructure ahead of winter.

Russian ground advances in Ukraine have effectively stalled, with independent monitoring groups reporting negligible territorial gains despite official declarations of success from Moscow.

Data from the Institute for the Study of War and DeepState indicates that net front-line movement over a four-week period through late September was near zero. While Russian forces made minor gains in August, Ukrainian units conducted localized counter-attacks, including near Oleksandrivka, where Ukrainian forces have reclaimed territory since early this year.

In response to stagnant front-line momentum, Russian forces have intensified long-range bombardment against Ukraine's power and heating infrastructure ahead of winter. Prime Minister Serhij Koreckyj stated recent strikes targeting facilities around Kyiv represented the largest attack on energy systems since last spring, amid declining Ukrainian air defense interception rates.
