Russian forces face stalled ground progress in Ukraine, shifting focus to major air strikes against energy infrastructure ahead of winter as air defense interception rates decline.

Russian ground forces have largely stalled across the Ukrainian frontlines despite official claims of progress from Moscow. Independent tracking data shows near-zero net territorial changes through late September, offset by localized Ukrainian counter-attacks in sectors such as Oleksandrivka.

With ground operations slowing, Russian forces have escalated long-range bombardment against Ukraine's energy and heating infrastructure ahead of winter. President Volodymyr Zelenskyy and Prime Minister Serhij Koreckyj confirmed that recent strikes heavily targeted facilities in the Kyiv region, marking the largest operation against power assets since last winter. The attacks coincide with a drop in Ukrainian air defense efficiency, with interception rates falling from 92 percent in May to 83 percent in September.
