Russian ground advances in Ukraine reached a standstill in late September, prompting Moscow to intensify long-range aerial strikes against energy infrastructure ahead of winter.

Russian ground operations across Ukraine have effectively stalled over the four weeks leading to late September, despite assertions of progress from Moscow. Mapping evaluations from independent analysts, including the Institute for the Study of War and DeepState, indicate virtually no net territorial changes during this period. While Russian forces achieved minor localized advances in August, Ukrainian counterattacks reclaimed territory in sectors such as Oleksandrivka.

With ground momentum constrained, Russian forces have escalated long-range strikes against Ukraine's energy infrastructure ahead of winter. Ukrainian Prime Minister Serhij Koreckyj confirmed that recent bombardments represented the largest coordinated assault on power and heating assets since last winter, with Kyiv remaining a primary target. Concurrently, Ukraine's air defense interception rate for incoming drones declined from 92 percent in May to 83 percent in September.
