Russian ground forces achieved negligible territorial gains in September as Moscow intensified long-range strikes against Ukrainian energy infrastructure ahead of winter.

Russian military forces experienced near-zero net territorial progress along the front lines in September, according to tracking data from independent analysts including DeepState, the Institute for the Study of War, and Finland's Black Bird Group. While Moscow claimed ongoing tactical progress, monitoring groups noted that minor Russian advances were counterbalanced by localized Ukrainian counteroffensive actions, particularly in the Oleksandrivka sector where Ukrainian units reclaimed territory.

In response to the front-line impasse, Russian forces renewed heavy long-range bombardments against Ukraine’s power generation facilities and thermal plants prior to winter. Ukrainian officials, including Prime Minister Serhij Koreckyj and President Volodymyr Zelenskyy, confirmed major strikes targeting energy infrastructure in and around Kyiv. Simultaneously, data indicates Ukrainian air defense interception rates for incoming drones decreased to 83 percent in September from 92 percent in May.
