German SPD ministers push for constitutional amendment on climate adaptation

German SPD ministers have presented an updated climate adaptation plan, urging constitutional changes despite opposition from conservative lawmakers.
German Social Democratic Party (SPD) cabinet ministers are renewing calls to anchor climate adaptation into Germany's Basic Law as a shared responsibility between federal, state, and local governments. Following opposition from the conservative CDU/CSU bloc, SPD ministers for justice and construction released an updated action plan addressing extreme heat and low water levels.
The revised strategy aims to secure permanent federal funding and structural assistance for municipalities struggling with severe weather events. Amending the constitution requires a two-thirds parliamentary majority, meaning the SPD must secure support from conservative lawmakers who previously rejected modifying the Basic Law for climate measures.
