EU Commission President Ursula von der Leyen proposed making Canada the bloc's first associate member during her annual State of the European Union address in Strasbourg.

European Commission President Ursula von der Leyen used her State of the European Union address to propose making Canada the bloc's first associate member. Speaking to the European Parliament in Strasbourg, von der Leyen framed the initiative as a step toward strengthening European defense, energy security, and independence against external pressure from Russia and internal political extremism.

Addressing the plenary, Canadian Prime Minister Mark Carney welcomed the proposal, stating that democratic values unite Canada and Europe regardless of geography. Carney noted that a stronger transatlantic relationship enhances security for both partners as well as the United States amid shifting global geopolitics. Von der Leyen also called for stricter digital protections, including a ban on social media platforms for children under 13.
