Thousands of migrants remain stranded in Ceuta as EU officials push for stronger border enforcement and Spain and Morocco clash over casualty figures.

Thousands of migrants remain in an improvised beach camp in Ceuta under military and police guard, unable to proceed to mainland Spain. Spanish authorities report that approximately 70,000 of those who crossed from Morocco—about 95 percent of recent arrivals—have been returned.

European Commission President Ursula von der Leyen urged Spanish Prime Minister Pedro Sánchez to back a "joint European response" focused on reinforcing vulnerable borders through heightened surveillance. EU interior ministers also called for stricter return policies, decisive action against smuggling networks, and increased cooperation with non-EU nations.

Casualty figures and causes remain disputed. Spanish officials reported between 72 and 88 deaths from drowning and stampedes. Conversely, Moroccan spokesperson Rachid El Khalfi stated the actual death toll is substantially lower, attributing the rush to viral social media misinformation. Sánchez continues to face domestic political criticism over the management of the influx.
