Eastern European nations introduce fiscal and logistics measures amid e-commerce growth

Moldova and Romania implement fiscal and logistics adjustments to handle Asian e-commerce growth, while the EU warns Bucharest over recovery plan commitments.
Moldova has published draft fiscal legislation introducing a 20% value-added tax and a 12 MDL fee on foreign online purchases under €150, alongside a temporary bank profit tax increase from 12% to 18%. While the government cites market fairness and solidarity, financial analysts warn the banking tax could suppress private lending.
In Romania, state postal operator Poșta Română opened a €3 million logistics hub in Cluj to process Asian e-commerce shipments locally and stop tax revenue losses to neighboring countries. Concurrently, the European Commission cautioned Romania that failing to meet commitments under its recovery plan would trigger "financial consequences."
Separately, Chinese authorities have broadened tax audits targeting ultra-wealthy individuals internationally to recover unpaid liabilities dating back to 2000.
