Croatia sets wage targets and industrial strategy amid productivity warnings

Croatia has outlined wage increases and a €3 billion industrial strategy, while business leaders warn of lagging productivity and slowing consumer growth.
Croatian Prime Minister Andrej Plenković announced a target average net monthly wage of €1,600 by 2028, with consultations scheduled for October to adjust the minimum wage. Simultaneously, the government unveiled a €3 billion national plan through 2034 aimed at modernizing manufacturing and boosting productivity.
Despite 22 consecutive quarters of growth, business leaders and analysts expressed concern regarding long-term sustainability. Mislav Balković, president of the Croatian Employers' Association, cautioned that labor costs are rising faster than productivity, stressing that private-sector innovation must drive future expansion. Meanwhile, economist Ljubo Jurčić criticized the economic trajectory, asserting that the economy is drifting "without an engine and without a rudder" as slowing consumer purchasing power cools overall expansion.
