Croatia targets higher wages and industrial reform amid growth slowdown

Croatia sets a €1,600 wage target and a €3 billion industrial plan, even as business leaders and economists warn of lagging productivity and slowing economic growth.
Croatian Prime Minister Andrej Plenković has pledged to increase the country's average net monthly wage to €1,600 by 2028, with consultations on new minimum wage levels set for October. Alongside wage goals, the government introduced a nearly €3 billion National Industrial Development Plan through 2034 to modernize manufacturing and enhance GDP contribution.
Despite achieving 22 consecutive quarters of economic expansion, recent indicators reveal a deceleration in growth. Croatian Employers' Association President Mislav Balković warned that rising labor costs are outpacing productivity, stressing that private enterprise must drive future expansion. Meanwhile, former economy minister Ljubo Jurčić offered a sharper critique, describing the economy as moving "without an engine and without a rudder" and calling for annual growth rates above five percent.
