Ukraine faces years of air defense shortages as Patriot licensing stalls, driving Kyiv to develop native ballistic missiles and precision glide bombs.

Ukraine is confronting a critical multi-year period of vulnerability to Russian ballistic strikes as efforts to produce American Patriot air defense systems locally stall. Ukrainian President Volodymyr Zelensky confirmed that bureaucratic hurdles and complex technological requirements will delay licensed domestic Patriot production by at least one to several years.

To mitigate severe interceptor shortages, Kyiv is accelerating independent arms programs. Two Ukrainian companies are currently developing native long-range ballistic missiles aimed at targeting Russian rear positions. Simultaneously, the Ukrainian armed forces are procuring the domestically designed "Equalizer" guidance kit. Developed by DG Industry alongside government incubator Brave1, the module converts unguided aerial bombs into long-range precision munitions compatible with MiG-29, Su-24, and Su-27 jets. Officials hope these lower-cost domestic innovations will offset Western supply constraints.
