Montenegro adopted a local civil service law prioritizing merit while facing 138 pending cases at the European Court of Human Rights.

Montenegro's Ministry of Public Administration has adopted the Law on Local Civil Servants and Employees, a measure intended to prioritize professional qualifications over political affiliations in municipal governance. Public Administration Minister Marash Dukaj emphasized the focus on merit-based employment while criticizing councilors in Pljevlja for exceeding their constitutional authority.

Simultaneously, reports indicate that 138 lawsuits against Montenegro remain pending before the European Court of Human Rights in Strasbourg. Amid these legal challenges, Montenegrin official Đuković was elected vice president of the Network of Coordinators for the Execution of Judgments of the European Court of Human Rights during a conference in Berlin.
