Moldova advances new tobacco packaging warnings while soft drink producers campaign against a planned 2027 excise tax on sweetened beverages.

The Moldovan Parliament has approved in first reading a tobacco control bill that introduces updated health warnings on cigarette packaging, highlighting risks to families and pregnant women. Developed by the Ministry of Health, the legislation also adds reporting duties for manufacturers of tobacco and electronic smoking products.

Meanwhile, authorities are reviewing actions by tobacco major Philip Morris, which introduced nicotine pouches to the market ahead of a June 2026 ban while claiming sales remain legal until mid-2027.

In a related health policy debate, soft drink manufacturers are calling for the withdrawal of a 1.60 lei per liter excise tax on sweetened and energy drinks planned for 2027, warning it could raise retail prices by up to 34 percent.
