Ukrainian military personnel and commentators have called for systemic reforms to address personnel exhaustion, supply shortages, award allocations, and mobilization rules.

Ukrainian military personnel and commentators have highlighted critical operational and administrative challenges facing the armed forces, urging structural reforms.

In an interview with Radio Svoboda, frontline surgeon Bohdan Zhuravel warned that long deployments without rotations are causing severe exhaustion among service members. Regarding logistics, drone unit commander Yuriy Butusov told NV that unit leaders continue to manage supply procurement independently due to a lack of centralized responsibility.

Meanwhile, an investigation by Ukrainska Pravda found that military decorations are predominantly allocated to command staff rather than frontline soldiers. Addressing public trust, serviceman Pavlo Kazarin told Liga net that reforming occupational deferments and military medical commissions is vital to creating a fairer mobilization system.
