Ukrainian military personnel and commentators have outlined severe administrative and operational hurdles within the armed forces, calling for systemic reforms.

Ukrainian military personnel and commentators have publicly voiced criticism regarding administrative and operational challenges inside the armed forces, urging structural reforms to restore fairness and morale.

Frontline surgeon Bohdan Zhuravel cautioned that prolonged deployments without rotations are exhausting troops, warning that soldiers feel treated as "serfs for civilians" due to unequal societal burdens. Logistics also remain a major obstacle, with drone unit commander Yuriy Butusov stating that commanders must independently handle routine unit supplies due to a lack of centralized accountability.

Additionally, an investigation by Ukrainska Pravda revealed that military decorations are disproportionately allocated to brigade headquarters rather than lower-ranking frontline troops. To rebuild public trust in mobilization, serviceman Pavlo Kazarin urged officials to reform military medical evaluation commissions and occupational deferment policies.
