Ukrainian military personnel and commentators have detailed systemic administrative issues, including logistics, rotations, and awards distribution.

Ukrainian military personnel and commentators have outlined severe administrative and operational hurdles within the armed forces, calling for systemic reforms.

Frontline surgeon Bohdan Zhuravel warned that prolonged deployments without rotations are exhausting service members, describing troops as "serfs for civilians" due to unequal societal burdens. Regarding military logistics, drone unit commander Yuriy Butusov told NV that a lack of centralized accountability forces commanders to handle unit supplies independently on a daily basis.

Additionally, an investigation published by Ukrainska Pravda revealed that military decorations are frequently awarded to command headquarters rather than lower-ranking frontline soldiers. To improve public fairness and trust in mobilization, serviceman Pavlo Kazarin told Liga net that authorities must address flaws in occupational deferment policies and military medical evaluation commissions.
