Scholar Alpo Rusi detailed Soviet intelligence operations targeting former Finnish Prime Minister Keijo Liinamaa during political transitions in the late 1970s and early 1980s.

Political science scholar Alpo Rusi has detailed historical Soviet covert operations in Finland during the late 1970s and early 1980s, focusing on pressure exerted on former Prime Minister Keijo Liinamaa. In an analysis published by Iltalehti, Rusi highlighted how Soviet intelligence attempted to influence Finnish domestic politics during the period surrounding President Urho Kekkonen’s eventual retirement.

Liinamaa, who also served as national conciliator, reportedly disclosed receiving direct foreign threats prior to his death in 1980. According to Rusi, these intimidation tactics were part of a broader strategy by Moscow to manipulate strategic political transitions in Helsinki and maintain leverage over Finnish leadership during the Cold War.
