Political science scholar Alpo Rusi has detailed historical Soviet intelligence operations targeting Finnish political figures during the late 1970s and early 1980s.

Writing for Iltalehti, Rusi highlighted threats directed at Keijo Liinamaa, a former prime minister and national conciliator who died in 1980. Prior to his death, Liinamaa had confided in a diplomat regarding threats he had received. Rusi noted that these covert actions by Soviet intelligence services were intended to manipulate political succession in Finland and safeguard Moscow's strategic influence during a critical political transition.
