Russian strikes hit Ukrainian cities while Moscow tests mobilization capacity

Russian forces launched large-scale overnight missile and drone strikes across Ukraine, causing extensive damage in Kyiv, Odesa, and Chernihiv. In Kryvyi Rih, a strike on a major shopping center killed at least 15 people and wounded over 130, drawing sharp condemnation from EU High Representative Kaja Kallas, who cited the "depravation of Russia."

In response, Ukrainian forces launched strikes targeting a Lukoil refinery inside Russia. On the international front, London and Paris authorized local production of Scalp cruise missiles in Ukraine, whereas Italy reiterated its refusal to send troops or participate in planned multinational maneuvers.

Meanwhile, Western intelligence reports cited by the Wall Street Journal indicate Moscow is conducting nationwide logistics exercises to test its recruitment system for a potential new mass mobilization.
