EU Commission President Ursula von der Leyen warned Moscow against hybrid attacks on EU territory following drone discoveries in Germany and ongoing strikes in Ukraine.

Russian forces conducted overnight drone strikes against Kyiv, injuring a civilian following Ukrainian President Volodymyr Zelensky's address at the United Nations General Assembly. Russian defense officials confirmed an intent to target Ukraine's energy network ahead of winter, while Ukrainian forces launched reciprocal drone strikes against Russian oil facilities.

Simultaneously, German authorities identified two suspects linked to Moscow after discovering explosive drones in Leipzig. European Commission President Ursula von der Leyen warned that Brussels will not accept hostile acts within the bloc, stating, "We do not tolerate attacks on EU soil." European officials indicated they remain prepared to respond to further hybrid operations.
