Russian strikes inflict heavy damage across Ukraine as Western intelligence reports Moscow is testing logistics for potential mobilization.

Russian forces carried out extensive overnight missile and drone attacks targeting civilian infrastructure across Ukraine, causing casualties and damage in Kyiv, Odesa, Chernihiv, and Kryvyi Rih. Ukrainian President Volodymyr Zelensky appealed to United Nations Secretary-General António Guterres to take all possible measures to end the conflict, while European Union High Representative Kaja Kallas condemned the strikes, citing the "depravation of Russia."

In response, Ukrainian forces launched strikes against a Lukoil refinery inside Russian territory. Meanwhile, the United Kingdom and France authorized local manufacturing of Scalp cruise missiles in Ukraine. However, Italian officials reiterated that Italy will not deploy troops or participate in planned multinational military maneuvers.

Additionally, Western intelligence reports published by the Wall Street Journal indicate Moscow is conducting nationwide exercises to evaluate its recruitment and logistical capacity for a potential mass mobilization.
