Russian strikes hit civilian targets across Ukraine as Western allies permit local missile manufacturing and Moscow tests mobilization logistics.

A series of coordinated overnight Russian drone and missile strikes hit civilian infrastructure across Ukraine, causing severe power outages and casualties in Kyiv, Kryvyi Rih, Odesa, and Chernihiv. At least 15 people died when a shopping center was struck in Kryvyi Rih. Ukrainian President Volodymyr Zelensky urged the United Nations to intervene, while European Union foreign policy chief Kaja Kallas denounced the attacks.

In response, Ukrainian forces targeted a Lukoil oil refinery within Russia. Meanwhile, the United Kingdom and France authorized the local manufacturing of Scalp cruise missiles inside Ukraine. However, Italian officials confirmed Italy will not send troops or join planned October multinational exercises. Western intelligence reports also indicate Moscow is conducting nationwide logistics tests to prepare for potential mass military mobilization.
