Russia targets Ukrainian energy grid as EU warns over hybrid operations

The Russian Defence Ministry confirmed a coordinated effort targeting Ukraine's energy grid before winter, while Ukrainian long-range counter-strikes on Russian oil refineries forced Moscow to import fuel to address domestic shortages.

Simultaneously, European Union officials raised concerns over suspected Russian hybrid operations within member states. German authorities identified two suspects with ties to Moscow after finding explosive drones in Leipzig. European Commission President Ursula von der Leyen condemned the incidents, stating the bloc "will not tolerate attacks on EU soil" and stands ready to react.
