A leaked report by the French Justice Ministry reveals severe procedural backlogs, lost files, and staffing shortages in investigations of sexual offenses against minors.

A leaked ministerial document has exposed widespread shortcomings across French judicial and police departments regarding investigations into sexual offenses against children. The 12-page synthesis, sent by Justice Minister Gérald Darmanin to the Interior Ministry, compiles findings from 37 general prosecution services following public outcry over the death of a minor named Lyhanna.

The report highlights unmonitored backlogs, abandoned inquiries, missing case files, and severe personnel shortages that impede timely investigations. Addressing child sexual violence has emerged as a key governmental priority, with authorities pledging procedural reforms and resource allocation to eliminate administrative delays and enhance coordination between law enforcement and the judiciary.
