German SPD ministers are pushing to embed climate adaptation into the constitution despite opposition from the CDU/CSU.

German Social Democratic Party (SPD) ministers have renewed their push to embed climate adaptation into the country's constitution, directly challenging opposition conservatives who recently rejected the proposal.

The proposed action plan would classify climate and heat protection as a joint responsibility across federal, state, and municipal governments. Designed to address extreme weather risks such as severe heatwaves and falling water levels, the plan seeks to establish binding national standards and guaranteed long-term funding.

Amending the Basic Law requires a two-thirds majority in parliament, making support from the CDU/CSU opposition indispensable. SPD cabinet members insist that constitutional status is essential to enforce coordinated nationwide protection against escalating environmental threats.
