Casualty counts rise following widespread Russian strikes across Ukraine, prompting a Ukrainian strike on a Russian oil refinery and new defense production agreements.

Casualty counts have risen following widespread overnight Russian drone and missile strikes across Ukraine, which damaged critical infrastructure in Kyiv, Odesa, Chernihiv, and Kryvyi Rih. Ukrainian President Volodymyr Zelensky noted that emergency crews worked through the night following a complex barrage aimed at inflicting severe damage.

In response, Ukrainian forces conducted a strike against a Lukoil oil refinery inside Russia. Meanwhile, Russian officials reported ongoing negotiations regarding a possible prisoner exchange. On the defense front, France and the United Kingdom granted approval for Ukraine to manufacture Scalp cruise missiles locally, while Italian officials confirmed Italy will not send troops or join planned October joint exercises. Intelligence reports also indicate Moscow is conducting nationwide exercises to test its military mobilization capabilities.
