Russian strikes hit Ukrainian cities leaving at least 15 dead in Kryvyi Rih, while Ukraine targeted a Russian refinery and secured local Scalp missile manufacturing rights.

Russian forces launched extensive overnight missile and drone bombardments against civilian infrastructure across Ukraine, striking Kyiv, Odesa, Chernihiv, and Kryvyi Rih. A hit on Kryvyi Rih's largest commercial center caused at least 15 deaths and left over 130 people injured, prompting European Union diplomatic chief Kaja Kallas to issue a strong condemnation.

Concurrently, Ukrainian long-range drones targeted a major Lukoil oil refinery within Russian territory. Despite the escalation, Russian officials stated that preparations for a prisoner exchange were moving forward.

On the defense front, Italy reaffirmed it will not deploy troops or join upcoming multinational force maneuvers scheduled for October. Meanwhile, the United Kingdom granted authorization for France and Ukraine to locally manufacture Scalp cruise missiles. Ukrainian President Volodymyr Zelensky appealed to United Nations Secretary-General António Guterres to make every effort to stop the war.
