SPD cabinet ministers have detailed new climate adaptation proposals, pressing for a constitutional amendment despite resistance from the CDU/CSU.

German cabinet ministers from the Social Democratic Party (SPD) have introduced further proposals within their climate adaptation action plan, maintaining calls to amend the Basic Law despite opposition from the conservative CDU/CSU bloc.

The updated measures, backed by ministers across environment, justice, and construction portfolios, seek to designate heat and climate protection as a permanent joint task shared among federal, state, and municipal governments. Proponents argue that constitutional anchoring is necessary to ensure long-term funding and unified standards to counter extreme weather, such as severe heatwaves and low water levels.

The initiative faces significant legislative hurdles, as constitutional amendments require a two-thirds majority in both houses of parliament. The CDU/CSU remains skeptical of altering the Grundgesetz for this purpose, leaving the proposal dependent on cross-party compromise.
