German SPD ministers have detailed plans to embed climate and heat protection into the Basic Law, despite opposition from the conservative CDU/CSU union.

German Social Democratic Party (SPD) cabinet ministers are advancing concrete proposals to anchor climate adaptation as a joint task in the country's Grundgesetz, despite resistance from the conservative CDU/CSU opposition.

Building on a broader action plan addressing extreme heat and low water levels, SPD ministers for justice, construction, and environment aim to formalize shared responsibility across federal, state, and municipal levels. Proponents argue that constitutional backing is necessary to provide predictable, long-term funding and establish unified national standards for protective infrastructure against severe weather events.

Because amending Germany's constitution requires a two-thirds majority in parliament, the proposal cannot pass without conservative votes. The CDU/CSU union remains skeptical of expanding constitutional mandates, setting up further political debate as SPD leadership insists on negotiations.
