German SPD ministers are renewing calls to amend the Basic Law to make climate adaptation a constitutional duty, despite opposition from the CDU/CSU.

German Social Democratic Party (SPD) cabinet ministers have doubled down on proposals to amend the country's Basic Law, seeking to establish climate adaptation as a joint duty across federal, state, and municipal governments. The action plan targets extreme weather risks like prolonged heatwaves and low water levels by proposing binding national standards and guaranteed funding.

Amending the constitution requires a two-thirds majority in the Bundestag, making the approval of the conservative CDU/CSU opposition necessary. Despite previous skepticism and rejections from the conservative bloc, SPD ministers—including those overseeing justice and building portfolios—insist on constitutional status to ensure coordinated nationwide protection against climate impacts.
