German SPD ministers have presented detailed plans to embed climate protection into the Basic Law, raising pressure on the opposing CDU/CSU alliance.

Ministers from Germany's Social Democratic Party (SPD) have submitted new proposals to anchor climate adaptation into the country's Basic Law, challenging resistance from the conservative CDU/CSU alliance.

The updated action plan, backed by SPD ministers including those heading justice and housing, aims to establish heat and climate protection as a shared constitutional duty across federal, state, and local governments. Proponents argue that the amendment is essential to safeguard municipalities against extreme heat and low water levels by providing long-term funding mechanisms. However, constitutional amendments require a two-thirds majority in parliament, making the measures dependent on support from opposition conservatives, who remain skeptical of altering the constitution for climate adaptation policy.
