Russian missile and drone strikes targeted Ukrainian infrastructure, while Ukrainian forces hit a Russian oil refinery amid ongoing international discussions.

Russian forces launched a coordinated barrage of missiles and drones across Ukraine, hitting civilian infrastructure and residential areas in Kyiv, Odesa, and Chernihiv. Ukrainian President Volodymyr Zelensky stated the assault was designed to maximize damage, resulting in widespread power disruptions and multiple casualties. The strikes followed an attack on a Kryvyi Rih shopping center that killed 15 people and drew strong condemnation from European Union foreign policy chief Kaja Kallas.

In response, Ukrainian drones struck a major Lukoil refinery in Russia, while Moscow indicated that talks regarding a potential prisoner exchange were ongoing. Meanwhile, Western nations discussed ongoing military support after the United Kingdom and France approved local production of Scalp cruise missiles inside Ukraine. Italy reiterated its stance against sending troops to participate in ground operations.
