SPD cabinet ministers continue pushing for constitutional amendments on climate adaptation despite opposition from Germany's CDU/CSU.

German Social Democratic Party (SPD) cabinet members have reaffirmed their push to amend Germany's Basic Law to embed climate adaptation as a joint responsibility across federal, state, and local governments. Despite initial rejection from the conservative CDU/CSU opposition, SPD ministers, including those overseeing justice, housing, and the environment, released a detailed action plan addressing extreme heat and low water levels.

The proposal aims to establish "climate and heat protection" as a shared constitutional duty to ensure long-term funding and structured implementation of local adaptation measures. A two-thirds parliamentary majority is required to modify the Basic Law, making conservative cooperation necessary. However, the CDU/CSU bloc remains hesitant regarding constitutional amendments for climate policy, setting up a continued political stalemate over federal climate strategy.
