German SPD ministers have expanded their push to enshrine climate adaptation in the Basic Law, seeking joint constitutional duties to manage extreme heat despite conservative opposition.

German Social Democratic Party (SPD) ministers have intensified their campaign to enshrine climate adaptation into the Basic Law, releasing an expanded policy blueprint to address severe heatwaves and declining water levels. Spearheaded by Environment Minister Carsten Schneider and supported by the justice and building portfolios, the plan seeks to formally define climate resilience as a shared constitutional responsibility among federal, regional, and municipal authorities.

The renewed effort challenges the conservative CDU/CSU opposition, which remains skeptical of altering the constitution. Constitutional changes in Germany require a two-thirds majority across both houses of parliament. SPD officials maintain that constitutional status is essential to streamline federal financing and mandate protective infrastructure upgrades for vulnerable communities experiencing extreme weather.
