German SPD ministers intensify push for constitutional climate adaptation

SPD cabinet ministers in Germany are intensifying efforts to enshrine climate adaptation into the Basic Law, facing opposition from conservative parties.
Ministers from Germany's Social Democratic Party (SPD) have intensified their push to embed climate adaptation into the Basic Law, expanding on an initiative first launched by Environment Minister Carsten Schneider. The proposal seeks to establish climate resilience and heat protection as a joint constitutional responsibility shared across federal, state, and local authorities.
Cabinet members leading the justice and construction portfolios have put forward concrete measures within a wider action plan aimed at mitigating extreme heat and dropping water levels. Enacting the reform requires a two-thirds majority in parliament, but the conservative CDU/CSU opposition remains skeptical of constitutional revisions, creating a legislative standoff over how to mandate and finance local adaptation efforts.
