A ministerial document details systemic backlogs and staffing shortages in French investigations into sexual violence against minors following the death of Lyhanna.

A newly disclosed 12-page synthesis compiled by French Justice Minister Gérald Darmanin for the Interior Ministry has detailed extensive institutional failures in how authorities handle sexual violence investigations involving minors.

Drawing on assessments from 37 general prosecution offices, the document follows public outrage over the death of a minor named Lyhanna. The findings reveal critical vulnerabilities across law enforcement and the judiciary, including untracked case backlogs, abandoned inquiries, misplaced files, and persistent staffing deficits that hinder timely procedural follow-up.

In response to the revelations, the French government has elevated the handling of child sexual abuse inquiries to a central policy priority, promising administrative reforms and improved resource distribution to bridge operational gaps between police investigators and judicial officials.
