European leaders warned of responses to Russian hybrid threats following drone incidents in Germany, while Moscow launched fresh strikes on Kyiv.

Russian forces launched renewed drone strikes against Kyiv overnight, injuring a resident and damaging local infrastructure shortly after Ukrainian President Volodymyr Zelensky addressed the UN General Assembly. Following the attacks, Moscow's Ministry of Defence announced a military campaign focused on targeting Ukraine's energy grid. In turn, Ukrainian drone strikes hit Russian petroleum refineries, forcing Moscow to import foreign fuel to cover domestic deficits.

Meanwhile, European Commission President Ursula von der Leyen warned that the European Union will not tolerate hostile acts within its borders, declaring that the bloc is "ready to respond." Her remarks followed the identification of two suspects linked to Moscow in connection with explosive drone incidents in Leipzig, Germany.
