EU member states agreed to extend sanctions against nearly 3,000 Russian targets after de-listing two oligarchs, while also adopting a record new penalty package.

European Union member states have resolved a diplomatic deadlock over sanctions targeting individuals and entities supporting Russia's invasion of Ukraine.

To maintain unanimity and prevent the penal regime from expiring, the bloc agreed to renew sanctions against nearly 3,000 targets while removing steel magnate Alisher Usmanov and financier Mikhail Fridman from the list. The exemptions followed requests from France, Slovakia, and Luxembourg, which had temporarily delayed the approval process.

Alongside the target list renewal, EU foreign ministers meeting in Luxembourg approved the union's largest sanctions package to date. The comprehensive measures target Moscow's military-industrial complex, aiming to sustain economic pressure as geopolitical dynamics evolve.
