German SPD ministers push forward with constitutional climate adaptation plan
German SPD ministers are pressing ahead with plans to anchor climate protection in the Basic Law despite opposition from the CDU/CSU.
Social Democratic Party cabinet ministers in Germany have intensified their push to anchor climate adaptation into the country's Basic Law, despite opposition from the conservative CDU/CSU bloc.
Following an action plan to counter extreme heat and low water levels, ministers responsible for justice, construction, and the environment presented expanded details for the initiative. The proposed amendment would classify climate and heat protection as a joint task shared across federal, state, and local governments to secure long-term funding and standardise preventive measures nationwide.
Because altering the constitution requires a two-thirds parliamentary majority, the proposal cannot pass without conservative support. Despite the Union's recent rejection of the initiative, SPD ministers remain committed to negotiating the constitutional change.
